Confirm the receiving PSN account's region is Hong Kong; the account country/region cannot be changed.

Open the Redeem Codes entry in the PS5/PS4 Store menu, on the PlayStation Store website, or in the PlayStation App.

Enter the code and confirm so the amount is added to that account's wallet.

Shop in PlayStation Store and pay with the wallet balance.
